Play971 is a sport and entertainment platform for adult residents of the United Arab Emirates, operated by Coin Technology Projects LLC of Abu Dhabi under licences from the GCGRA, a federal regulatory authority of the UAE government. It launched publicly on 5 June 2026 and is the only online operator of its kind on the federal register. This entry sets out the Play971 history, timeline, licence, operator, availability and rules as a reference, without recommendation.
Background
Before 2023 the UAE had no federal framework for the regulated leisure sector, and foreign websites offering similar services reached residents with no licence and no local accountability. In 2023 the federal government established the GCGRA with a mandate covering all seven emirates: to license operators and suppliers, maintain a public register, set standards for identity verification, consumer protection and data security, and to inspect, fine and withdraw licences. The framework is two-tiered. The federal authority sets the standards; each emirate’s leadership decides whether a licensed activity is permitted within its own borders, and a licensed operator must geofence any emirate that has not opted in.
Play971 timeline

Late 2025: internet and sport licences are granted to Coin Technology Projects LLC. November 2025: a supervised trial begins in Abu Dhabi and Ras Al Khaimah. 5 June 2026: Play971 launch date, with public availability for eligible residents in participating emirates. Operator
Coin Technology Projects LLC is a limited liability company registered in Abu Dhabi and part of the Momentum group. It is an Emirati company; its licence, accounts, customer records and production studio are held inside the UAE under UAE law. At launch its commercial leadership spoke of helping residents use the platform sustainably.
GCGRA licence Play971 operates under
The licence conditions include: identity verification against the Emirates ID before any money can be added; a minimum age of 21; dirham-only accounts with no cryptocurrency; every payment method in the account holder’s own name; location verification on the device at every session with VPNs and proxies blocked; geofencing of non-participating emirates; mandatory account controls comprising spending limits, session reminders, temporary pauses and a permanent exclusion tied to the Emirates ID; monitoring of accounts for patterns of heavy use with a duty to intervene; promotion constrained by licence conditions; accurate and auditable transaction records; customer data held in the UAE under the federal Personal Data Protection Law; and a complaints route that ends at the regulator.
Products
Sport coverage spanning the UAE Pro League, the major European football competitions, horse racing and other events, with live data and statistics from Sportradar, the supplier used by leagues and governing bodies worldwide. Live entertainment produced in a purpose-built, licensed studio in Abu Dhabi, itself licensed and inspected as a supplier under the federal framework, and streamed in real time to verified account holders.
Classification
Play971 is classified under the federal framework as an online sports betting and online casino operator. It is the first legal online betting site in the UAE and the first licensed online casino in the UAE. The Play971 sportsbook covers football, horse racing and other sports; the Play971 casino offers live dealer games streamed from the licensed Abu Dhabi studio. Before its launch, online betting in the UAE existed only through unlicensed offshore sites; since 5 June 2026, legal online betting in the UAE has been available on this platform alone.
Availability
Participating emirates: Abu Dhabi, Ras Al Khaimah, Sharjah. Non-participating: Dubai, which has not opted into the framework; no announcement has been made about that changing. Unconfirmed: Ajman, Umm Al Quwain, Fujairah. Identity and location are checked separately: registration can be completed from anywhere in the country, including Dubai, while use of the platform requires the device to be physically in a participating emirate.
Eligibility
UAE residents aged 21 and over holding a valid Emirates ID, with a UAE mobile number and a residential address. Nationality and visa type are irrelevant; the Emirates ID is the test. Tourists cannot register. Each account is tied to one Emirates ID, so duplicate accounts are impossible and a permanently closed account cannot be reopened under a different email. An expired Emirates ID suspends the account until a renewed card is verified; a cancelled visa does the same.
Registration process
Emirates ID number, UAE mobile number, residential address and email; capture of the card front and back; live face check; one-time code to the mobile number. The system verifies that the document is genuine and in date, that details match, that a live person is holding the card, and that the holder is 21 or over. Verification precedes any transaction.
Account controls
The licence requires the operator to provide spending limits the account holder sets in advance over daily, weekly or monthly periods; session reminders showing time elapsed and amount spent; temporary pauses for a chosen period that cannot be lifted early; and a permanent exclusion tied to the Emirates ID. Lowering a limit takes effect immediately; raising one is delayed. The operator must monitor accounts for patterns of heavy use and intervene, and the regulator may audit that it does.
Data and privacy
Customer identity records, contact details and transaction history are held inside the UAE under the federal Personal Data Protection Law and the regulator’s licence conditions on security and retention. The identity record may not be sold. Transaction history must be accurate, auditable and available to the account holder. Proof of address or source of funds may be requested only where unusual activity triggers the operator’s anti-money-laundering obligations.
Changes in circumstances
An expired Emirates ID suspends the account until a renewed card is verified; funds remain the holder’s. A cancelled residence visa has the same effect. A resident leaving the country permanently is expected to withdraw any balance and close the account. A resident relocating from a participating emirate to Dubai retains the account but cannot use it. Mobile number changes are made through the account’s verified channels; opening a second account is detected and closed.
Reception
Coverage of the launch in the UAE and international press focused on the platform being the first of its kind on the federal register, on the emirate-by-emirate footprint and the exclusion of Dubai, and on the strictness of the verification and account-control requirements compared with foreign websites that had previously reached UAE residents. Resident discussion has centred on the Dubai question and on the age threshold of 21.
Comparison with foreign websites
Foreign websites offering similar services are licensed, if at all, in jurisdictions whose rules do not apply in the UAE. They register users with an email alone, accept cryptocurrency, ignore emirate boundaries, request documents after a withdrawal rather than before a deposit, and provide no regulator to which a UAE resident can complain. The licensed platform’s distinguishing feature is accountability: an Emirati operator, a federal regulator, money and data held in the UAE, and a complaints route ending at the regulator. A website that operates in Dubai, where the licensed platform does not, is by that fact outside the framework.
Regulatory structure in detail
The two-tier model places standard-setting, licensing and enforcement at federal level while reserving the decision to permit the activity to each emirate. In practice this produces a footprint that follows emirate borders rather than the national border, a feature unusual among regulated digital services. The regulator allows one online licence per emirate, and the emirates that have opted in have activated the same operator, which concentrates supervision. The operator’s obligation to geofence non-participating emirates is enforced through device-level location verification at every session, with VPNs and proxies blocked, and identity and location are tested separately so that registration is possible nationwide while use is not.
Verification of licence status
The GCGRA publishes a register of licensed operators and suppliers. The operator’s legal name, Coin Technology Projects LLC, can be matched against it. The platform’s own terms and eligibility page at play971.ae state where it operates and who may use it.
Terminology
